The best that I've found https://bill.gmhost.com.ua nice price and normal quality.

Watched a few Polish servers

ping 80.72.37.12 = 10ms
ping 212.182.94.58 = 15ms
ping 91.207.203.13 = 20ms
ping 150.254.196.44 = 15ms

And for most countries it normal ping

ping 88.214.230.119(RU) = 21ms
ping 95.211.225.168(NL) = 37ms
ping 176.57.143.45(DE) = 48ms
ping 108.61.122.29(FR) = 48ms

now use this server Green Tea War Server
