I have to agree with you. No matter how stupid he wouldn't be, it shouldn't affect anyhow on ranking case. The penalty for rules violation must be humane and fair. This is the same as the death penalty for a man who stole bread from a bakery. He apologized to all of us and after the ban has not been seen in any use of cheats.
This rule should be the one for all and we must apply it objectively. If the rules formed that the penalty in case of repentance is 6 months, it should be so and nohow otherwise.

He speaks poorly in English, he may be a whiner and insulter inside game, he may be non-polite douchebag at the forum. But that's not a reason to judge him subjectivly. He stayed his punishment and he's gonna be a full idiot if after so long time awaited for unban he would try to use any kind of cheats. And thats the main thing that rank ban should prevent.
