Plus.cfg, where to get it?

Hello, i tried to download plus.cfg from 2sweet website, but when i download it i see it as plus.7z
i renamed it many times no use..
Can anybody help me get the cfg?
and so i would be able to callvote it on localhost?

edit: did it..cant see any meaning.. no change to the plus.cfg.. cant seem to open it with a handpicked programm.. and rofl..

2. Remove current brain.
3. Install new brain.
4. ?
5. Profit.

Though since i am stupid, i unpacked the plus.7z and i got the plus.cfg, i posted it in my Baseq3 and in my excessiveplus-->conf folder, cant seem to be able to host it.
