I think that its unnecessary to make it mandatory and formal, but there are some good suggestions here though.
I think system that has most chance to get accepted by server admins is along this line:
- they pick people they want to patrol their server (from a list of people who are willing to)
those people are giver REF password, not rcon
server owners pick what they want to allow the patrol to do by adding commands they want to REF.
server owners keep right to terminate privillages anytime, if some REF users end up being a bad choice
what i find wrong in the original idea is: server owners cant be forced to anything they dont want. so the system as it is in original would never see the light of day probably.
anyway, nice initiative qxy, keep it up

Hmm...I have a little idea..
give something like USA to xx and yy, give maybe Germany to aa and bb, and so on, and do ALL the servers.
And maybe make a ban list with JUST the information and nothing else, like what oldvamp had.

Solution :!:
Solution is really verry simple: Just PB on and pure on. That do it on all servers no exceptions Only take couple of servers which havent anything no PB and no pure for noobs EVOL server are PB = 1 and PURE = 1. We dont need any admin. In time nobody who is respectable player and member of E+ wont play on servers which arent PB and pure = ON.

BAD Idea..If we do that, servers won't be as full because noobs won't play, and it lags the server. Also people who share a CDKEY can't play at the same time, because they get kicked..
Edit: Just do what i'm doing, turn PB on at random times in the day, and than restart the server.

hehe i know that and beceuse i made script for that(it give ip, guid, nick list, stats, and next it make condump). I gave it mow long ago.

servers without punkbuster and pure are for beginers and recrut new e+ player.
@alians
pb with good cfg wont kick ppl with empty or with this same key (put in in pbsv.cfg in ur pb forder in ur q3: pb_sv_guidrelax 7)

- When they made progress then they will seek real stuff.
- On forum people help them to connect on PB and PURE ON.
- PB not lag server at all, only when somebody connect, PB evaluate client and Q3 server evaluate is pure client
- CD KEY is not anymore problem because you can find generator on net with no problems.
so since I don't want to put PB and Pure on my server is made for noobs? PB also puts a lot of stress on the hardware. And if you use a generator, you will still be kicked from PB and people might think you cheat if the settings arn't set right.

No, Your server is then heaven for cheaters then and you need 0-24 hour patrol, administering and attention

Agreed with all and yes, SAT doesnt need rcon for good maintained pb protected servers.
