All the things below have to do with bro-like cfgs. I don't know that much about e5.
multiple jumps:
They take the juice off most maps. Bounce pads? What's that? They make strafing way too easy. No fear of the voids or losing your speed. It's generally silly watching people jumping on air.Espacially so many times. Don't tell me that excessive plus is about multiple jumps. It isn't. It takes more skill to move with weapons. Don't tell me that this would slow things down. In cpma, for example, people run on 1200 ups, steady. No multiple jumps yet they fly all the time. Physics 2 have great potential and are wasted here with the multiple jumps and the classic q3dm maps that flood the servers. You can still fly, using your weapons. However, this time it will take skill and experience to do it. If you want to go some place high, you can, but this has a price. The price is time and tempo. You will lose time to go to the jump pad or change weapon and rocket/nade jump or plasma wallride. This will give the enemy an opportunity to shoot you free. Depth in the gameplay. Strategy.
bfg and railgun:
BFG is too powerfull. Immense splash range. I'd suggest 100 splash damage and 50 for the hit, or something. I really like railgun. Instarail sure feels nice but it makes things typical and without any depth. Battles last milisecs. Some kind of stragle, fight for the frag would be nice. I'd suggest something like 200 damage. This way it will still be dominating and strong but it will allow other weapons to jump in the game.
rocket lancher:
Damage like bfg would be great. Along with the fact that there are no multiple jumps, many awesome mid-air frags can take place. True fun and enjoyable moments.
The damage in the rest of the weapons somewhat lowered too.
Also I'd suggest that the player starts without weapons and actually has to pick them up. Take ammo, share ammo, kill to take a weapon. Control the room that has the railgun. Run for the the red armor. Tactics and strategies. Or if you don't like that idea then spawn with like ammo 6 for rockets, bfg, railgun (and other weapons something like that) and then you have to pick ammo and weapons on your way. Also a small regen for ammunition could help solve this problem. Like 1 per 30 secs or something. Generally the gameplay can have amazing depth. It gets typical and repeatitive now.
My suggestion is not to create a cpma in e+. Nothing like that. Weapons, knockbacks, etc will still be far stronger than cpma. My suggestion is to build a cfg as a community. This would probably not satisfy all, i know, but it will offer far more than it does now, i am sure of that.
Custom maps on all servers. You tell me noobs won't get in? I tell you what i think.
I think the mod and most servers, are build to attract noobs in a way. Serverside? Sure is nice as long as the mod isn't popular. Now the mod IS popular. Make it clientside and add all kinds of stuff. Make it even greater. Classic maps? Pb and pure off? wtf? Make recording at all fovs and angle available. A mod needs publicity and publicity comes by making quality movies. Release the new version already! 16 people on one server? That's not excessive, that's ridiculous! If the mod was named "Fragfest" then ok. If you have a server with 16 slots take another port and make two with 8 slots for quality gaming.
I've learned to always aim high. This mod and the servers can be made better. Attract the elite and keep the players you have at the same time. Changes are needed and changes can be done. Good will and some work is all it takes.

Instarail could stay but with a smaller bounding box i think. As ratz said about moving without multiple jumps: "At last i can be creative." Nothing more to add.
+1 (as always) for custom maps. Without multijumps and bfg jumps CTF would be very playable. I love ctf q3WPAKs.
Not my business but....ctf without bfg ?! Bfg one of the most important weapon for moves...ofc its not my server etc..

Damn Tar, those would be some major and radical changes. Actually, i agree with most of your points... also, if i may add - do something about the armor, it's there for a reason. Atm it dosen't matter if you have 0, 50 or 200 armor - rg will still instakill you (not counting e5r servers and some rare hybrid cfg's), bfg will still turn you into a big red splash, and other weapons eat through the heavy armor plating like it was made from paper.
Reducing weapon damage would automatically bring back the meaning of armor, and that would further increase the need to think in-game.

Sad thing is, i really don't believe such changes would be accepted by most of e+ players. Maybe i'm wrong... if there will be a poll or something, what Tar wrote has my F1.

if we make armor more important we have to talk about health too:
first turning off falling damage second maybe set regeneration lower
multiple jumps: agree
bfg and railgun: dont agree, thou hitbox could be bit smaller. Also I do agree that armor should mean sth and for example with 200 armor and full health instarail hit is a bit stupid.
rocket lancher: agree
The damage in the rest of the weapons somewhat lowered too: dont agree

First thing: good ideas.
Second: I'm afraid that the changes your proposing will make e+ into a cpma/osp copy.
You could say that e+ is a noob-friendly mod, partly that's just because the way it is. It is easier to learn how to play then cpma, partly due to instagib rail and powerful weapons. At the very beggining of my q3 gaming experience I stuck mostly to e+, because of the easy frags and mutlijumps which made it easy to move. If you want to make e+ harder to play, for now just remove the mutlijumps (which would be quite a good thing). That thing could make gameplay more skillfull and wouldnt kill the e+ soul. But for radical changes proposed by some ppl (like removing the bfg) I vote a definite no. BFG is one of the core weapons of e+, if not even the most important one. Thats ofc is my own opinion, skilled players will probably prefer harder conditions. I am in favor of changes to make the gameplay more skillfull, but not anything that would make e+ non eplussive
