You need a file named ipdb

Get it from here:
https://www.excessiveplus.net/forums/thread/resolved-xpqname-wont-start-help

Add it in your e+ folder.. back in the time of 2.2 this file was in in e+ ... later it was removed but the xp-name was using it...

to recap..
Simple setup: Make sure to have java installed -> http://www.java.com/download

1. Extract Qname-2.0.zip to your excessiveplus 2.3 /tools folder
2. Extract ipdb.zip to your /excessiveplus folder

3. run xpQname.jar
