Do E+ need a ranking rule about laggers?
There are different severity of lag, many people base their statements on the number that shows up on console, there is much more underneath the hood than what just shows up, a number is no indication of what is happening exactly. Ford1(car) can look brand new just like ford2(anothercar), would you just judge by outside looks? One could be missing an engine, one could have suspension problems. And of course, even though they look the same and do have all the same parts, they can also differ in performance and handling, the same happens with ping. I know i get called a lagger frequently, or used to, just because i was american an had an oversea ping (constant 90, or a constant 120). A number isn't lag, Especially when there is a 2ms fluctuation. Unfortunately, a lot of the poor judgment comes from people's personal ego. I think a rule against whiners would be more effective than a rule against laggers. A person can have "lag" with a 40 ping, just like a person with a 200 ping can be very smooth.
Another misconception, as others have stated, is both sides can be affected, the player themself, and the opposing players. Of course, the player with the lag may not be affected, at least not noticeably. Also, in some cases, the opposing players may not notice the lag that the player has. So lag is a very tricky subject. And actually, some people can use ping to their benefit. So making a choice, or a rule, or even trying to put judgement based on a rule is very hard because there are many variables to consider.
I think lag should be lawed against, unfortunately, there are many people who are paranoid about it and try to take it to an extreme. Honestly, skipping doesnt really bother me, unless it's every second or more and in huge leaps. So the only thing I can suggest is offer a more open-ended general rule, and let an outside party, such as a ref, have final decision which, even though I am not part of any type of team I hear a large group of refs appear to be unfair.
I like how e+ keep adding things and rules that nobody else using and keep thinking that they are very smart. Laggers are in any mod or game, they keep playing and nobody have any problems with it and nobody creating stupid rules about it.. I know its sometimes hard to play against lagger, but also its hard to play with lag so its equil. This rule is just totally bullshit which is easy to use against stronger players.

i'd like to give some infos, some kinda military intelligence
recently i was playing on aim+ and there was also that crysis guy or whatever he calls himself. he had a ping varying from 30 to 45 or so, small or NO packet loss at all (mostly 0% and sometimes 3-6%), but he *was* lagging, i.e. 'teleporting' sometimes and hard to hit (rail was going through him).

Any lag is lag, and wireless lag is one of the worse possible one... And sorry, but you arent so big expert as you want to be...
