As I agree with many of the comments here. I see this going off topic.
Known cheater are at this time banned from Clan rankings. The are also Banned from Forums. They are not however banned from E+ and all servers. That is up to the descression of the server admins. This is not a case of overkill in the penalty, it is simply not to reward these players with the ability to be part of teams and clans who chose to play by the rules. They can certainly play in clanwars and play q3 and have fun like everyone else. But they will not be considered for rankings.
As a clan-leader I would not trust in having a ranked war against a clan with known cheaters in it. Maybe a FW but certainly not ranked. How would that be fair to my players.

Anyway, i was just doing my duties - i thought that the standing rule is that if he cheated before, he should be banned. If i'm at err here, ok then.
Btw, i personally didnt compare cheating to anything taken from real life. Why make such comparisons, anyway? Cheaters rob the game of competitive fairness. Win or lose, i like to know i played a good, clean game against clean players.
For me personally, the fun is spoiled even when i'm playing against someone who could or maybe could not cheat. I hate running on paranoic delusions half of the game, wondering if he used aimbot to get me with that fantastic shot, or was it just luck that he shot me before i shot him when i was camping behind a corner, or did he knew i was there, coz he has a wallhack. I dont want that. And with people i KNOW have been cheating in the past, i do have that.
Actually, when i started out in this mod, i remember even defending some cheaters, saying that if someone is a good person he should be given a second chance et cetera et cetera
Well, what would you know, that attitude got me screwed over by the "resocialized" people once too many times.
On a final note, i find myself caring less and less wether they (Crawler and Ice) actually will be banned or not. Do what you want guys, i'm outta here.

My post is not about ranking or not, my point is about "once a cheater = always a cheater". What has to be ranked is already voted by community. My point is "once a cheater always a cheater", and what people do think about. I was interested for peoples generel oppinions and not the agressive post of mad, and the offtopic posts of foksie.
But a thread is variable, and if a point comes, up, u can also discuss about that, if it goes not too offtopic.
U know, i have an oppinion, and wanna share my thoughts with others to c their oppinions, maybe also to improve my own oppinion. But the people respond here very hostilely instead of paying attention to the topic. At least i have the balls to post my real oppinions even if i could discredit my self.

"once a cheater = always a cheater" in my opinion is just unfair, (i was cheating long time ago, and not in q3, but i cheat. Now you can ban be from e+, cos here is some paronic guys...) its unfair, for example cos in ICE adcident, he was caught 1.5 hours ago, i know him about 6 months, he never cheat, maybe he learn from his mystake.. i know here is also others ppls who cheated, but stop do it now.. in my opinion for these guys should be given once more (last) chance
And dont forget its just game
