What are u saying ? anyone who release on public his conf finds it on this list : http://www.excessiveplus.net/forums/thread/the-weapons-cfg-library

If u mean event organisation, anyone can try organise an event.
* make a conf
* propose the idea
* and wait for ppl that are interested to show up

But it is hard task.

The problem isn't about mods or organisors. it's about few ppl that are on community and very few who read/post on forums.
